Controlled growth

James City County is one of the fastest growing counties in Virginia, and for good reason. Our excellent schools, natural and historic resources, great parks, and rural areas make it a wonderful place to live. However, that growth brings challenges. The planning we do now will determine the community we are in the coming decades.


Jim has always been a staunch advocate for controlling and managing our growth. Runaway residential growth often leads to a greater tax burden for current residents when leaders don’t demand that new growth come with the resources needed to cover the costs of schools, roads, water, and public safety. Jim believes:


  • New growth should pay for itself and not be subsidized by current taxpayers.


  • New growth should not degrade the rural and historic character of the county or degrade our historic and natural resources.


  • The community, not developers, should decide the future of James City County.


  • As a pledge to James City residents to do what’s best for us, Jim has never accepted money from developers in his campaigns.

Fiscal responsibility

Communities all across the country are struggling with the skyrocketing costs of managing and operating local government. We’ve all felt the pinch in our own personal budgets, and the County budget is no different. Whether it’s the materials for road repair or steel for a new building, keeping our County in good shape has never been more expensive.


James City County has responded responsibly, by tightening our belt where we can and stretching every dollar where we can’t. As a result, James City County is the smallest county in the country with a AAA bond rating from every rating agency. As a member of the Board of Supervisors, Jim:


  • Has always promoted fiscally responsible decision-making.


  • Cut your tax rate and voted for tax credits for taxpayers.


  • Consistently votes to make school funding a priority.


  • Helped James City County continue to be the locality in Hampton Roads with one of the lowest combined water and sewer rates.

A diversified economy

James City County is part of the regional economy of the greater Williamsburg area as well as Hampton Roads. Our economy employs more than 35,000 people with healthcare, educational services, and retail trade being the top employers. Our economy is heavily influenced by the tourism and hospitality industries.


Jim believes we need to bring industries and businesses that are appropriate for our county to the area. A greater diversity in our economy produces less reliance on tourism and produces higher paying jobs. During Jim’s time on the Board of Supervisors, the County has made real strides in bringing manufacturing firms with good paying jobs to the area, including:


  • The South Korean firm KD Navien. The company developed a $77.5 million, 900,000 square foot manufacturing facility in James City County, creating 180 new jobs with an average annual salary of $52,000.
  • The Norwegian firm Kongsberg, which is creating a $71 million, 150,000 square foot manufacturing facility in James City County, with 180 new jobs and an average annual salary of $80,000.
  • Jim will continue to advocate for more good-paying jobs in James City County to help make the area more affordable for workers and their families.
